Downtown District Revitalization

JLP+D has helped private clients secure developer designations for highly sought after real estate development opportunities on publicly-owned and privately-owned sites. Firm president James Lima knows how to navigate this complex process, having issued more than a dozen RFPs for large, mixed-use development sites during his tenures as a senior official at several public agencies. JLP+D brings a creative advantage to the entire RFP process, helping clients select the best-suited team of consulting experts and offering a mix of market-driven uses and a potential tenant roster that create value, align public and private interests, and optimize the development opportunity.

Securing Entitlements and Approvals

JLP+D provides extensive knowledge of the land use and environmental review procedures to private and public sector clients, including a highly regarded capability to engage with involved city, state and federal agencies, and with local community constituents, elected officials, and other stakeholders, to address local land use, policy and other concerns. Economic Development and Public Policy

JLP+D has broad experience assessing the relative strengths, and the economic and fiscal implications, of public policies and programs, and offering recommendations that increase public benefit. The firm worked for the City of New York to help assess the financial feasibility of the Mandatory Inclusionary Housing Program enacted in 2016, and with the State of New York on an economic benefits assessment of proposed enhancements to its Rehabilitation Tax Credit program for historic properties. Our examination of the benefit to cost ratio of the ambitious coastal resiliency plan for Lower Manhattan (the “BIG U”) and in-depth presentation of this quantitative analysis to federal funding agencies resulted in the second largest funding award ever by HUD under the CDBG-Disaster Recovery Program.  JLP+D builds a sound economic argument for public investments that align political and stakeholder priorities and generate broad community support.
